On wet days, I turn the heater on in my car to clear the windscreen from fogging and notice condensation building up on both front and rear shutters. Appreciate if you could give me some advice to rectify this matter. Thank you.

I'm not exactly sure on the meaning of the term "shutter"?
To battle condensation, the air inside needs to match the air outside the car. Or a vehicle A/C system acts as a dehumidifier which will eventually dispel the moisture/ condensation.
If the vehicle doesn't have A/C then it is a little tricky and can be a combination of fresh air, vent position (and hot when the heater warms up) in order to keep the condensation at bay.

Thank you for the feedback. What I meant by "shutter" is the side windows (front & rear). I do have an air conditioner in the car. Would the situation improve if I switch it on when the heater is going? Appreciate your feedback.

Yes most definitely, the A/C is good for when the heat is on also as it helps clear the moisture.
