Why is the Outlander PHEV rated so lowly for towing a braked load in NZ?

In Australia it's rated at 750kg unbraked and 1500kg braked. (http://www.mitsubishi-motors.com.au/vehicles/outlander-phev/specifications)
In UK it's rated at 750kg unbraked and 1500kg braked. (http://www.mitsubishi-cars.co.uk/outlander/specifications.aspx)

But in NZ it's rated at 750kg unbraked and 750kg braked. (http://www.mmnz.co.nz/plug-in-hybrid/options/4wd-hybrid-specifications/)

If it had the same tow rating in NZ as Aussie and UK, I'd be VERY interested in this as a replacement for my tow vehicle!!

Hi there,
It comes down to Topography, we have a different landscape that is not recommended
for having a 1500kg towing capacity.
The car can do it in general conditions, but when the engine comes in at 30% battery level. The engine is unable to charge the battery and tow 1500kg at the same time for a long distance. So you would have a problem.
So to prevent issues, MM NZ decided to keep a lower tow rating.
