I would like to know all the information I need to import a second hand car from Japan.

The first thing to do is to look at the Land Transport New Zealand Infosheet 2.10 (importing vehicles from Japan )
In a nutshell, the newer the vehicle (2000 on) the more likely it is to meet the new emission rule and therefore be eligible for NZ certification.
Once the vehicle arrives in NZ allow approx $850 for a certifier to inspect, certify, issue WOF, test emissions, fit new number plates and licence the vehicle for one year.
Most vehicles out of Japan are OK if they have been sold via auction, but be very careful of importing a car into NZ without the correct paper work. There are some new vehicle distributors in NZ who are unwilling to supply documentation (statements of compliance) which may be required to comply the vehicle.
Those distributors that do supply the information generally charge quite high prices for providing the service and there can be delays in some cases.
