I am looking at purchasing a car that was used as a rental car (therefore it has a COF) and I was just checking what loop holes I would need to jump through to get it back to only needing a WOF.

It's a very simple process. You will only need to go to an AA Centre or other vehicle licensing outlet and complete an MR14 form to change the usage from rental to private, then the vehicle will only require a WoF instead of a CoF.
