For the year of the vehicle the bodywork is way above average, great looking mags, registered and wof, inside neat and tidy. The vehicle is a joy to drive and I have all service records, but I heard on the grapevine that vehicles under Year 2000 will not be roadworthy is this true and when will it become public knowledge.

I hope you will be able to assist as therefore I would need to upgrade my vehicle to a more current year.

No, that's not the case. What has changed is that cars of this age are no longer eligable to be imported into NZ because they don't comply with the latest emission standards, but those that are already here can continue to be used.
