When buying an imported car from a dealer is it the dealers responsibility to register the car before sale?

Generally speaking, dealers who sell imported used cars to the first New Zealand owner advertise the price plus On Road Costs (ie; registration, plates, etc). So, if I have understood your question correctly, in this instance, the buyer will be responsible for the cost of registration.
