I am looking at buying a small run around car for the wife to use for a period of 12 months.
The one I am looking at is a small Subaru however the front bumper has been reversed into with a tow bar, and is now bolted in place into the two front wings.
Is this legal for a Warrant of Fitness?
There is also some rust on the left rear wheel arch, would this be legal?

Regarding the front bumper; it would depend on how well it is secured as to whether it passes a WoF or not. A Warrant of Fitness cannot be declined simply because it is attached to the front guards.
Be careful with the rust however. Surface rust is probably OK but rust around any structural areas of the car will be rejected. Most inspectors work on the side of caution and are more likely to reject than to pass if there is any doubt.
Your best bet is to only agree to purchase the car if it has a new WoF (not more than one month old).
