Unfortunately there is nothing you can do. I guess it's something in hindsight you should have requested before committing to buy the vehicle.

It's very odd the previous owner wont hand them over (or copies) but it may be nothing more than not wanting to hand over information they feel is private and confidential to them. Or the past servicing may not have been quite what you would have been expecting to see.

Is there a service sticker on the car indicating where / when it was serviced last?

Sorry Mike you may be faced with a full service to satisfy yourself everything is as it should be.
