Hi Tony,
We responded to your question on Monday the 28th when we were back in the office. It is as below.
Yes an ABS braking system warning light illuminated will fail a WoF. You are also unable to disconnect the system without obtaining a LVV specialist certification (which starts @ around $700).
From a WoF point of view, if the vehicle was manufactured with a safety system, then it must work as in tended. You can find the WoF rules on the system here: https://vehicleinspection.nzta.govt.nz/virms/in-service-wof-and-cof/general/brakes/service-brake-and-parking-brake
