My wife and I are considering purchasing a small car for our daughter to use in and around Christchurch, as she completes her studies at the University of Canterbury. She has access to a closed garage at the flat that she shares with her friends.
I'd be grateful for any suggestions with respect to makes and models to consider. We have no specific budget in mind at the moment, but would need to keep it on the economical side.

A few good safe options to consider could be NZ new Honda Jazz, Toyota Corolla, Mazda 3, VW Golf or smaller Polo, and 1-Series BMW to name a few. These could be found new, ex demonstrator, or just a few years old.
