I just sold my car, I did my Part of the ownership, he said he couldn’t fill it out because he had a Aussie license and would ring up and deal with it. What if he doesn’t do this and change his end? What can I do to make sure this happens

If you have done your part, then you have told the NZTA you are no longer in possession of the vehicle and who is. So they will get reminder notices until they change it, they will need to physically visit a licensing centre to change the ownership if they can't do it online. It's now out of your hands.
