I was intending to buy a used LandCruiser 1998, black in color and noticed that the engine bay was green which indicated that it had a secondary color. The dealer seemed surprised himself that he wasn't of this until I pointed it out.
My question is it legally required in Japan to register change of color and would auction sheet show it ? Secondly how best to assess the paint quality ? Does it affect sale price ?

Hi there,
It's hard to know what Japan do, it's usually the exterior colour recorded and in NZ can be changed when licensing the vehicle quite easily. It would be unlikely that the auction sheet would show anything other than the current vehicle colour. A visual inspection to determine the paint condition is really all you can do, for a 20 year old vehicle it would be hard to determine if this would affect the price on not.
