It is advertised for $18,000. Do you think that this is a reasonable price?
Also, would you be concerned about the fact that it has already done 70,300km in 4 years?

$18k would seem a reasonable price for this vehicle and the km's on it. This amount of km's would not be something of concern, as long as the servicing has been maintained and the vehicle has been looked after.
