I bought a car with no wof or rego, and has a plastic temporary side window still in place only on the passenger side. Does it mean it will fail compliance because it's not made of glass or cannot go down?

Yes this would fail, because the plastic window does not contain the required safety markings required for a wof inspection, like the glass factory windows do.
