I'm looking to buy a new car and noticed they don't come with mudflaps on them already but rather as an option. Looking around I see there are a numbers of cars that don't have them. Do mudflaps still serve a purpose ?

You are quite right, mudflaps have pretty much been phased out these days. As a generalisation, car body design is more aerodynamic today, wheel arches are closer to the wheel so provide more protection and cars all have inner guard liners.
Therefore, it is not even possible to fit mudflaps on most modern cars and really, there is no real need for them any more.
