I have a Falcon car and a 20foot caravan. I use two Tag stablisers when towing. Is fitting air shocks the most cost effective way to lift the rear end of the car to stop it dipping with the weight of the caravan on the towball?

You’re first step would be to get the existing rear suspension checked out. If the car has coil springs (some Falcons had leaf springs) the coils may need to be reset or replaced.

Air-shocks may only compensate for a weakness in the rear end which would not be ideal. They certainly don’t seem to be as popular as they used to be but that maybe because there are less and less cars like your Falcon towing caravans these days.
