HI. my car, a 1970 Rover 2000 TC is supposed to be fitted with 165 by 14. I notice that 185 by 14 are on it at this time. I notice that the steering is heavy ( no power assist). What difference does having oversize do to the handeling and ride?

A wider tyre should only improve the handling and ride levels depending on how the vehicle is driven or the environment it is driven in.

Tyre pressures are very important at any time, but even more critical without power steering especially if the majority of your driving is around town where the load on the steering is at its highest.

Provided the wider tyre is an acceptable upgrade (any tyre store will tell you this) for the rims, I don’t really see a problem.
