Is the headlight beam height at 3m measured with or without rider? as sitting on a bike changes its geometry, also a heavier rider will change the geometry more. My bike nearly failed a wof because the beam was high - but this was the first time in 17 years my headlight beam height had been called into question and the examiner was probably 1/2 my weight.

The light dip angle would be taken without a rider as the settings are not judged by the bike height. It's a percentage of dip based on the light height and so if you measure the height without the rider- the dip percentage would be determined without the rider and vice versa.
