hi i have a jeep cherokee xj made before the cut off date 1 October 2003 and want to use it off road / and on road, can i change the bumpers to steel winch bumpers? i.e
"Smittybilt 76810 XRC Front Bumper for Jeep Cherokee XJ"

1. what are the rules around doing so ?-
2. in additional i need to replace the old rear bumper and what to do the same for the rear .. do the same rules apply for the rear

because the vehicle is not subject to note 6 -

Note 6

The following vehicles with a GVM of 2500kg or less must comply with a frontal impact occupant protection standard:

Class MA motor vehicles manufactured on or after 1 March 1999
Class MA motor vehicles that were less than 20 years old when they were first registered in New Zealand on or after 1 April 2002
Class MB and MC motor vehicles manufactured on or after 1 October 2003.

and therefore excluded from table (Table 2-1-1)

and therefore exempt from

section 6 modifications

6. A modification (Note 4) affects an external projection – including a protruding object or fitting that has a functional purpose and affects the driver’s vision or control of the vehicle, and

a) is not excluded from the requirements for specialist certification (Table 2-1-1)

If the vehicle is not subject to frontal impact requirements (which could require low volume certification) the modifications will still be inspected according to external projections regulations. You will need to make sure that the NZTA rules are complied with so you don't fail when wof time comes.
