Driver Licensing (Complete)
Licensing systems play an important role in developing safe drivers and are a crucial part of keeping novice drivers safe while they learn to drive. This project benchmarked the New Zealand graduated driver licensing system (GDLS) against those in other comparable high performing jurisdictions to identify any gaps between the New Zealand approach and best practice.
Overview
The report benchmarked the New Zealand driver licensing system against 16 comparable jurisdictions around the world. These included every Australian and some US states, Japan and European countries like Norway, Sweden, Ireland, the UK.
Researchers also completed targeted consultations to get more in-depth insights into the licence systems in Tasmania, Sweden, Ireland and Kentucky (US) and exploring aspects of their systems that are not present in New Zealand.
The research identified 14 different measures used in the driver licensing systems in other countries but not New Zealand and examined the literature regarding evidence for their impact on safety.
